Google Ads cannot optimise towards leads it cannot see.
It also cannot tell the difference between a valuable enquiry and a meaningless click unless the tracking is built properly.
For most service businesses, the core conversion setup should cover phone calls and successful website form submissions.
Not contact-page views.
Not every click on a button.
Actual actions that move someone closer to becoming a customer.
Decide What a Conversion Means First
Before creating tags, define the business outcome.
A conversion should represent a meaningful action you want the campaign to generate more often.
For a local service business, that may be:
- A completed quote form
- A booked appointment
- A call lasting long enough to indicate a genuine conversation
- A qualified lead imported from the CRM
- A completed purchase or application
The definition matters because Google’s bidding system uses primary conversion actions as signals.
If you tell Google a contact-page view is equal to a booked job, the platform can optimise towards the easier action.
The reporting may look busy while the business receives very little.
The Four Lead Actions Most Service Businesses Need
1. Successful Website Form Submission
Track the form after it has been submitted successfully.
A thank-you page or confirmed submission event is usually stronger than tracking the initial button click.
2. Calls From Ads
Track calls made directly from call assets or call-focused ads.
Google can use call reporting and a minimum call duration to decide when a call counts as a conversion.
3. Calls From the Website
Track people who click an ad, visit the website and then call the displayed number.
Google can use a forwarding number to attribute the call back to the campaign, ad and keyword in eligible countries.
4. Qualified Lead or Sale
Import the deeper outcome when a lead becomes qualified, books, receives a quote or buys.
This is the signal most closely connected to revenue.
You may not implement all four on day one. But the setup should be designed to move towards deeper measurement over time.
Set Up the Google Tag and Conversion Linker
Google Ads website conversion tracking uses the Google tag and an event or phone snippet.
If you use Google Tag Manager, configure the Google tag in the GTM container and connect it to the correct Google Ads account.
Also add a Conversion Linker tag that fires on all pages.
The Conversion Linker stores ad-click information from the landing-page URL in first-party cookies. That helps the later conversion connect back to the original ad interaction.
A basic GTM setup normally includes:
- Google tag firing on all pages
- Conversion Linker firing on all pages
- Separate Google Ads conversion tags for each important action
- Triggers based on successful outcomes
Check the conversion ID and label carefully.
A tag can fire successfully while sending data to the wrong conversion action.
How to Track Website Form Submissions
There are two common methods.
Thank-You Page Tracking
This is the simplest reliable option when the form redirects to a unique confirmation page.
For example:
example.com/thank-you/
Create a website conversion action in Google Ads, then configure a Google Ads conversion tag in GTM.
Use a page-view trigger that fires only when the thank-you page loads.
The key is exclusivity.
The page should not be accessible through normal navigation or used for unrelated forms. Otherwise, page visits can be counted as leads without a genuine submission.
Test whether refreshing the thank-you page creates duplicate conversions.
Google Ads offers count settings that help control how conversions are reported, but the website journey should still be clean.
For lead generation, I usually use One as the count setting because one ad click producing several form submissions is generally still one lead.
Successful Form Submission Events
Many forms submit without loading a new page.
In that case, use a successful form event or confirmation signal.
Depending on the website and form tool, the trigger could be based on:
- A dataLayer event
- A confirmed form-success message
- A custom event from the website
- A specific form ID
- A platform integration
Avoid using a generic click trigger on the submit button where possible.
The person may click and receive a validation error. The tag would fire even though no lead was created.
Use GTM Preview to confirm that the event fires only after the form succeeds.
Then submit the form several ways:
- Complete submission
- Missing required field
- Invalid phone or email format
- Repeat submission
- Mobile submission
The conversion tag should fire only for the completed action.
How to Track Phone Calls
Phone tracking is not one single conversion type.
Choose the method based on where the call starts and what information the business needs.
Calls From Ads
Google can track calls made directly from call assets and eligible call ad formats.
Enable call reporting in the account and create the relevant phone-call conversion action.
Set a minimum call duration that reasonably indicates a useful conversation.
Do not choose the number at random.
Review call history and speak with the people answering the phone. Work out how long it normally takes to get through the greeting, identify the service and begin a genuine enquiry.
A 10-second wrong number should not count the same as a five-minute quote conversation.
Calls From the Website
Website call conversion tracking is for people who click an ad, visit the site and call the phone number displayed there.
Google can dynamically replace the business number with a Google forwarding number for eligible traffic.
This lets Google attribute the call back to the campaign and set a minimum duration.
The setup requires:
- The Google tag
- The website phone conversion action
- The phone snippet or supported GTM configuration
- The exact phone number as it appears on the website
- A country where Google forwarding numbers are available
Test the replacement after clicking through a tagged test URL or using the recommended diagnostics.
The visible forwarding number should route to the real business number.
Mobile Phone-Number Clicks
You can also track clicks on a phone link or call button.
This is useful when forwarding-number tracking is unavailable or when you want a secondary engagement metric.
But a phone click is not proof of a completed call.
The person may cancel before connecting. They may call the wrong department. The phone may ring without being answered.
Treat click-to-call as secondary when a more accurate completed-call method is available.
Imported Call Outcomes
The strongest call measurement connects phone outcomes back to Google Ads.
A call-tracking platform or CRM can record whether the call became:
- A qualified enquiry
- An appointment
- A quote
- A sale
- A disqualified lead
Those outcomes can be imported into Google Ads when the required identifiers and data connections are available.
This gives the platform a better signal than call duration alone.
A long call can still be a complaint. A shorter call can book a high-value service.
Primary vs Secondary Conversions
Google Ads groups conversion actions into goals.
Each action can generally be set as primary or secondary.
Primary Conversion Actions
Primary actions appear in the Conversions column and can be used for bidding when the campaign uses the relevant goal.
Use primary status for the outcomes you want Google to optimise towards.
Examples:
- Successful lead form
- Qualified phone call
- Booked appointment
- Purchase
Secondary Conversion Actions
Secondary actions are observation-only in the standard setup and appear in All conversions.
Use them for useful behaviours that should not direct the budget.
Examples:
- Contact-page view
- Phone-number click when completed calls are already tracked
- Brochure download
- Chat opened
- Form started
Be careful with custom goals because secondary actions included in a custom goal can still be used for bidding.
Review the goal settings at campaign level. A perfectly implemented tag can still damage optimisation when the wrong goal is selected.
How to Test the Setup
Do not wait for a live lead to discover the tracking is broken.
Use a testing checklist.
In Google Tag Manager
- Open Preview mode
- Complete the action
- Confirm the correct trigger fired
- Confirm the correct Google Ads tag fired
- Check that it did not fire on failed attempts
In Google Ads
- Review tag diagnostics
- Check the conversion action status
- Confirm the source and settings
- Allow for reporting delay
- Segment conversion reporting by action
For Calls
- Test call routing
- Confirm the forwarding number appears where expected
- Check call reporting
- Test the duration threshold
- Make sure business staff can still recognise and answer the call
In the CRM
- Confirm the lead record arrived
- Check the source information
- Remove duplicates
- Confirm the sales team can update the outcome
Tracking is complete when the platform number and the business record can be reconciled.
Accurate tracking will not fix a weak page, but it will show whether the problem sits in measurement or in the wider reasons ads are not converting.
Common Tracking Mistakes
Tracking the Submit Button
A click is not a confirmed form submission.
Use a success event or confirmation page.
Counting the Same Lead Twice
This happens when the same action is tracked through Google Ads and imported from GA4 without a clear plan.
Review conversion action names and sources. Keep one primary version of each business outcome.
Making Every Action Primary
Google will optimise towards the easiest primary action.
Keep weaker engagement signals secondary.
Using the Wrong Count Setting
For lead generation, multiple conversions from one ad interaction can inflate volume when the same person submits repeatedly.
Use the count setting that reflects how the business values the action.
Choosing an Arbitrary Call Duration
A 30-second threshold may be suitable for one business and useless for another.
Use real call behaviour.
Ignoring Lead Quality
Conversion tracking tells you that the lead happened.
It does not automatically tell you whether the lead was suitable, contactable or profitable.
Go Beyond Leads With Offline Outcomes
Once calls and forms are reliable, connect the next stage.
Google’s enhanced conversions and Data Manager tools can use first-party lead data and imported outcomes to improve attribution and bidding.
In 2026, Google has been consolidating enhanced-conversion settings and moving more offline upload workflows towards Data Manager.
The practical point is simple.
Your campaign should eventually learn from the leads that become customers, not only the people who complete a form.
Create a lead-stage framework:
- Lead received
- Contacted
- Qualified
- Appointment or quote
- Sale
Send the deepest reliable outcome back when the volume and systems support it.
That is how conversion tracking becomes customer-acquisition tracking.
It also gives you a better answer when assessing whether Google Ads are working.
